Proposed minutes of the BOD meeting 9 May 2005

 

President Musumeci opened meeting at 7:00   PM with Pledge of Allegiance

Roll Call:  Joe Musumeci, Bill Hanson, Richard Barrett, Rhonda King, Mary Hurst, Jim Haley, Bob Douin all present.

Treasurer’s report was read by Richard Barrett.  Motion to approve by Mary Hurst, 2nd by Bill Hanson, Nays-none.

Minutes of last meeting were read by Secretary King.  Motion to approve Richard Barrett, 2nd  by Bob Douin, Nays – none.

Maintenance Committee –

            Cool Decking of pool:  Patty Mitchell recommended a professional be acquired.  Estimates were requested for Patty to acquire.

            Inside Chairs: 100 new chairs acquired and look good.

            Light bulb replacement: Joe Musumeci will see to this

            Light panels and ac vents:  Cleaned by Mary Daly and husband

            Vertical Blinds: Patty Mitchell stated 3 estimates given plus research at Lowe’s and Home Depot.  Motion to get all new mechanisms and slats for $838.88 with 1 year warranty from Blind King made by Jim Haley, 2nd by Mary Hurst, nays – none.

            Inside Door Mat: Patty Mitchell stated rain comes in and under the door seal is needed. 

            Window cleaning screen replacement:  Mary Daly stated she had help.  Good job stated by Joe Musumeci.  More volunteers like Mary and Dave Daly are needed.

            Sidewalk repairs:  Rhonda stated she has had no call backs by contractor who did the last job.

            Tank Tek: Tank Tek promised the parking lot and channels will be repaired.

            Five New lounge chairs were recommended for replacement by Patty Mitchell.  Steel reinforced, warranty included in price for $199.99.  Motion to acquire new lounge chairs by Jim Haley, 2nd by Rhonda King, nays – none. 

            Patty Mitchell also stated two new garbage cans need to replace broken ones:  Rhonda King made the motion to acquire new garbage cans, 2nd by Jim Haley, nays – none.

Documents Committee:  Chad Reid stated the committee has met and will have something ready for the fall meeting for the board to review.

Trustees Reports:  Rhonda King refreshed the BOD on the 2002-2003 trustees review on the accounting practices and monies.  Joe Musumeci stated the Trustees; himself, Bob Cox, Annette Froiseth, Bob Cox, Mike Flanagan, Richard Barrett, met, reviewed the books and everything balanced.  Anyone wishing to go over the books is welcomed. 

Welcoming Committee:  4 new residents out of 7 were greeted.  The following have been greeted.      Elizabeth Sulikowski, 16838 Olivaud St.

                        Eleanor and John Michaels, 16934 Olivaud St.

                        Jimmy and Terry Kokkalis, 10335 Marinette Ave

                        Frank and Ruth Hoover, 16906 Olivaud St.

            Names, addresses, and phone numbers will be in the newsletter for Association membership.

                        Motion made by Rhonda King to accept new forms for welcoming committee, Joe 2nd, nays- none.

Architecture Committee:  Paul Cornelius requested 2 copies of each request be submitted.  Letter of resignation by Pete Musumeci submitted.  Question of how many persons can  be on the Archectural Committee.  Article VII, “…….the architectural committee which shall consist of three (3) persons who shall serve on said committee……”.  Two names came up for replacement.  Vote for Ray Bender and Stan Rogers was done.  Results, Stan Rogers – 5,   Ray Bender -2.  Stan Rogers is on the Architectural Committee as well as Paul Cornelius and Mike Flanagan.

            Motion to approve architectural control rules and guidelines.  Jim made the motion, Rich 2nd, nays – none.

RV parking area.  Chad submitted new rules and form.  Discussion of requiring road vehicles to be road worthy and licensed.  Joe polled the board on keeping rule #3; Vehicles must be road worthy. No unlicensed vehicle will be stored in RV parking area, exceptions noted; non-motorized vehicles such as boats, and all terrain vehicles such as 4 wheelers. Rich, Bill, Rhonda, Bob, Mary, Jim all agreed to keep rule #3..  Old rule #10 to be removed (This property is not wholly owned by Great Cypress Village Homeowners’ Association, but the association has the right to use that property as it deems necessary by the co-owner).   Motion to accept rules and form by Rhonda King with changes, 2nd Bill Hanson, nays – none.

Code Enforcement Committee:  Seven letters were submitted to board for approval to send.  Rhonda recommended that the board members have a chance to read the letters before approval.  It was also recommended that in the future all recommendations by the committees be submitted at the agenda meeting so the BOD has a chance to review their recommendations.

New Business:

Previously passed rules and regulations were given to the BOD.  Rhonda King will post these in the newsletter over the summer so that everyone gets a copy.

Pool Heating:  Joe Musumeci stated the subject will be tabled until September.

            Email from Ted Strauss was read.

Tree removal:  Joe Musumeci stated a tree on Olivaud should be removed and other trees to be removed along with palms need trimming.    Jim Haley stated trees on Houston Ave belong to the county and that pruning trees were way down on their priority list. Three (3) estimates were given on tree removal.  Motion to accept Tree Care to remove the trees was made by Jim Haley, 2nd by Bob Douin, nays – none.

                        Mulch from the trees will be placed in the RV parking lot. 

            Rhonda King made the motion to add the two additional trees to be removed behind Bill Hanson’s house.  2nd by Mary Hurst, nays – none.

Speeding in Great Cypress.  Joe Musumeci said “Do not speed in Great Cypress”.

Sod replacement from utility install.  Joe stated he is having difficulty in getting anyone to respond to his requests. 

2005 Annual Not for Profit Coporation form submitted.  Secretary stated it has been submitted.

Inventory.  Past and present Presidents are required to do inventory.

Great Cypress Web Site.  Rhonda requested a committee to be created to over see what does and does not go on the Great Cypress Web Site.  Rhonda requested Chad and Bill and anyone else go on the committee.  Chad requested not to go on the committee.  Rhonda and Bill will create committee along with any other volunteers.  Mary Hurst made a motion to create a Web Site committee.  Bob Douin 2nd, nays – none.

Pond maintenance.  Contract to end soon.  Jim Haley made a motion to continue maintenance.  Rhonda King 2nd, nays – none.

Yard of the month committee.  Discussion on how to conduct awards.  Tabled.

Use of the back lot (behind shuffle board).  Joe Musumeci to update horseshoe pits.     

Mr. Flanagan on the maintenance committee to find an individual to get rid of the ground gophers.

Parking on the streets.  There is no overnight parking on the streets.

Rental policy committee.  Richard Barrrett would like a committee to discuss rentals in the park, peoples use of common grounds.  Chad Reid said they could look at it as park of the documents committee.

Landscaping of Andre’ and clubhouse area.  Rhonda King stated a lot of research has been done by herself and Patty Mitchell on what kind of plants to plant where.  Pampas grass, palms, umbrella plants, lily of the nile, would go on Andre’.  Impatience, and like plants in front of clubhouse.  Committee constists of Mary Hurst, Mary Daly, Patty Mitchell and Rhonda King.  Richard Barrett made the motion to let committee acquire the plants at a cost no more than $1500.00, Jim 2nd, nays – none.

Board of Health Inspection Report.  “NO Diving” must be on pool, backflow preventor on pool (Joe Musumeci will take care of that),  Ladies garbage can needs cover, done.

Petition on Bulletin Board for Insurance coverage to go to Governor Bush.  Requesting everyone sign this petition.

Donation of picnic table by Rosemary Billings.  Thank you by the BOD.

Signs on private and Association property.  Only signs on private property are Real Estate signs.  No sign to go on Association property without BOD approval. 

Social Club will hold a Memorial Day Bar-B-Que.  All are welcomed.  Just sign up so they will know approximately the number of people that will attend.

Clubhouse request form.  Private use request form and rules submitted by the Social Club.  Motion to accept form as submitted by Bill Hanson,  2nd by Bob Douin, Nays – none.  Rhonda King will be the BOD point of contact for these requests.

Breakfast, all you can eat omelet, this Saturday $4.50.

Decorating Committee.  Patty Mitchell requested that the BOD go half with the Social Club for new pictures and such.  Motion to spend up to $250.00 by the Association for decorating of inside clubhouse made by Rhonda King, 2nd by Jim Haley, nays-none.

Letter submitted by Betty Duffy was answered by Joe Musumeci.

Letter submitted regarding the trimming of the trees county by Doris DeRuvio was answered by discussion with Jim Haley.

Use of Satelite dish for the Association.  Chad Reid stated he already checked into this and needed 75% approval of Association membership.

Bill Baessler submitted a request to be reimbursed for tree he had verbal approval to remove on common property.  Rhonda King made the motion to reimburse Mr. Baessler, however any further reimbursement for tree removal must be done in writing prior to removal of tree on Association property.  Bill Hanson 2nd, nays – none.

Recycle bin for the park.  Mary Hurst recommended a Newspaper recycle bin be placed on the dead end of Olivaud.  The Association will receive $25.00 per ton for the newspapers.  Mary Hurst made the motion, Bill Haley 2nd, nays – none.

Structure at the Alford’s Residence.  Rhonda King read a letter that was sent to Attorney Peyton and his reply.  Joe Musumeci read a statement on his concerns on this matter.   Motion to reimburse half of the Alford’s expenses by Rhonda King, 2nd by Mary Hurst.  Nays – Richard Barrett, Jim Haley, Bob Douin.  Yeas – Rhonda King, Mary Hurst, Bill Hanson.  Joe Musumeci as President of the BOD, voted no to break the tie. Motion did not pass.

Motion to close meeting Rhonda King, 2nd Bob Douin, nays – none.
