GCVHOA JANUARY 2009 MEETING

January 12, 2009

 

 

The meeting was called to order by President Mary Johnson at 7:00 p.m.  The president led the Pledge of Allegiance to the flag.

 

Present:  Mary Johnson, Joe Musumeci, Richard Barrett, Kathy Morgan, Mary Hurst, John Castiglia, and Paul Bredlau.  

 

Minutes of Last Meeting

 

The Secretary read the minutes  of the meeting of December 8, 2008.  As there were no additions or corrections, the minutes were approved as read.

 

Financial Report

 

Treasurer, Rich Barrett  gave the financial report.  As of December 31, 2008, the balance on hand in the operating account is $11,794.59 and $77,271.60  in the reserve account.  Rich noted that we are over budget on three items:  Building/Maintenance - $1,900, Pool - $300 and Electric - $300.

 

The President announced that she had met with our attorney in mid December and submitted the paperwork to file as per results of our special election approving the proposal making GCV a 55 and over park and approving our new documents  and  is awaiting a phone call from him regarding the filing of these documents.

 

The President also announced that Dale Alford’s memo stating that our census can be complied with by the completion of a form signed by a homeowner stating that he/she is over 55 years old is valid.  Therefore, residents are eligible to comply in this manner.  If any resident who has already presented a driver’s license wants it returned to be replaced by this form should contact her.

 

COMMITTEE REPORTS:

 

Welcoming:  No report at this time

 

Code Enforcement/Architectural Committee:    John Castiglia reported that three approvals have been issued:  Jerry Mellarkey – shed; Paul Musumeci – re-side entire house with vinyl; Chad Reid – shed.

 

Maintenance:  Mary Johnson reported that Chet Kosko has been hired as our part-time maintenance person.  Mary noted that Chet has been instructed not to accept direction from residents.  If you have suggestions for repairs or maintenance projects, you should contact the Chairperson of the Maintenance Committee (Joey Musumeci).

 

RV Area:  Chad Reid stated that he has checked on obtaining electricity for the RV storage area.  In order to have that area wired, there is a one time charge of $60 plus a monthly service fee of $14/month.  These charges must be billed to Great Cypress Village and not to any individual.  Chad asked that the Board approve the above.  Brenda Cloukey then reported that she has been gathering information on installation of motion lights for that area and the total cost will be approximately $2,000 - $2,500.  Before taking any action, every resident who stores a vehicle in the area must agree to  pay a share of the cost which would be approximately $60-$70 per resident.  Brenda stated that she knew nothing of the installation of the electricity which Chad refers to.  After much discussion, during which the President suggested that the group meet to determine their plan of action, then present the plan to the Board of Directors at a future meeting, Joe Schenk stated that he is willing to pay the $60 plus the monthly cost of $14 for installation of the electricity.

The Board voted to accept this proposal.

 

Pool:  Joe Musumeci reported that the spa has been repaired.

 

 Social Club: No report at this time.

 

Election:  Brenda Cloukey reported that she has a slate of officers for the coming election as follows:  Dutch Sykes, President, Paul Bredlau, Vice President, Kathy Morgan, Secretary, Mary Noack, Treasurer, Mary Hurst, Director, Larry Frazier, Director, and John Castiglia, Director.

 

 

OLD BUSINESS:

 

The President thanked Bob Ayers for installing three new thermostats in the clubhouse.  Please don’t try to adjust the temperature settings as they are synchronized and coded.

 

Val Stauder will report on the status of purchasing low flush toilets at the next meeting.

 

SBA response:  Joe Musumeci has received correspondence regarding the SBA loan which will require him to contact a new and separate office.

 

Chad Reid reported that the steel tank currently stored in the RV area is still not sold.  He will renew the ad  on Craig’s list

 

Joe Musumeci reported that due to the poor economy, he is having trouble obtaining quotes for replacing damaged sidewalks in the park as well as a quote on replacing the sidewalk leading from Harley to the pool area.

 

On the question of the newspaper dumpster; Chad Reid suggested that instead of installing a fence around the newspaper dumpster at a cost of approximately $800, the dumpster be moved from the clubhouse parking lot to the area outside the RV storage area.  Rich Barrett moved and Joe Musumeci seconded that the newspaper dumpster be moved to the area in front of the fence on the right side of the entrance to the RV storage area.  The motion passed by majority voice vote with Mary Hurst abstaining.

 

John Castiglia reported that all  palm trees on common ground have been trimmed.  Most of the deciduous trees were also trimmed but a few that weren’t so bad were left for next trimming.   A problem was encountered with an area of sidewalk on DeKoster which has been raised by roots.  The problem is in the process of being solved.

 

Val Stauder reported that he has spoken with a patrolman who indicated that they will be sending patrolmen to the area more often and we can expect that they will be paying more attention to our problems.  Jack Fair has written letters to owners of land adjacent to GCV asking that they grant permission to police to enter property and arrest invaders.  No replies have been received at this time.  Also, Val has heard that the Committee on Housing and Condemnation stated that the house at the end of Olivaud should be removed, however, they have not given the official word.  The President stated that there will probably not be any action until the end of the 6 month court order to bring the house up to code which began in mid November.

 

The President noted that the water cooler already has a filter in it.  Therefore, the bottle for the water cooler is being filled from the kitchen faucet.  The filter is changed every 2 months.

 

NEW BUSINESS:

 

The President announced that  the census for 55+ park is going along well.  Glory Schrader and Kathy Morgan volunteered to make a list of all residents and record the ID’s as they are received.

 

The Board will meet on January 26, right after the Agenda meeting to discuss the preparation of the 09 budget.

 

As there was no further business to come before the Board, Joe Musumeci moved and John Castiglia seconded that the meeting be adjourned.  The motion was passed by unanimous voice vote and adjournment prevailed at 8:05 p.m.
